Noting that the new tobacco policy is controversial. The Deputy Prime Minister called on the Ministry of Health to come up with a reasonable management system, stressing the need to take into account the views of all parties and the right of smokers to touch and reduce the harm of goods.
Emphasizes Vietnam’s Deputy Prime Minister:
New tobacco management should consider the interests of all parties.
According to Vietnam’s November 15 report. Vietnam’s Deputy Prime Minister Le Thanh Long told Health Minister Dao Hong Lan at the questioning stage of the National Assembly session (D-AO H Kang ng Lan) that there are still many conflicting views on the management policy of the new tobacco. Including managers, scientists, and business people.
He pointed out that according to the government’s instructions when formulating the regulatory policy for the two new types of tobacco, heated cigarettes, and vapes, it must be based on scientific data and consider the interests of relevant entities. However, although the government has for years urged various departments to come up with management proposals as soon as possible, a unified plan has yet to be agreed.
The Ministry of Health should work with multi-agencies
On November 12. Deputy Prime Minister Le Sung-yong stressed at the eighth parliamentary session that the issue has aroused great concern among the people and voters. He points out that there are many different perspectives among managers, scientists, and the business community.
At the meeting. Trade and Industry Minister Nguyễ nH Tan ng Dien reiterated that when consulted, some ministries agreed with the Industry Ministry’s pilot management system, but the Health Ministry took the opposite view. Many people have different opinions about the dangers of new tobacco.
Deputy Prime Minister Le Sung-yong asked the Health Ministry to work with relevant departments to come up with effective monitoring measures.
- “The Government has repeatedly directed that the Ministry of Health should work with agencies such as the Ministry of Justice to strengthen the regulation of new tobacco products and study proposals to amend the Tobacco Control Act.”
He suggested that policy development not only involves the ministries of Health and Justice but also needs to be coordinated with other relevant departments. For example, the Ministry of Health is responsible for assessing the impact on consumers. The Ministry of Industry is responsible for dealing with production issues, and the Market Supervision Bureau is responsible for market regulation.
Separately, when considering whether new tobacco products should be completely banned, Xie Wenhe, deputy director of the National Assembly’s Culture and Education Committee, said that we should fully consider the degree of harm of each product and compare it with traditional cigarettes. He also mentioned that we should maintain the right of 12 million smokers to touch and damage goods.
Some experts pointed out that innovative thinking should make up for legal deficiencies in legal construction. At the same time, we should pay attention to the process of policy making, because the black market takes this opportunity to profit from the legal void.
