UK Parliament to consider Tobacco and Vape Bill

On November 26, the official website of the British government reported that the British Parliament would vote in favor of the “Tobacco and Electronic Cigarettes Bill.” This bill aims to protect the future generation from the harm of cigarettes and electronic cigarettes, making the UK a step closer to a smoke-free China.

The bill includes strict measures against youth use of vapes, including a ban on vape advertising and the sale of vapes in vending machines, as well as restrictions on the taste and display of vapes in packaging stores.

Proposed Comprehensive Enhancements to Minor Protection Measures

In addition, the UK government plans to provide £70 million for smoking cessation services, and the government will provide £10 million of additional funding to Trading Standards to strengthen enforcement. (Trading Standards) to combat illegal trade. The grant is based on the National Trading Standards Agency. (NTS) obtained from the latest data. Data show that in 2023-24 2008, the Trading Standards Bureau seized more than 100 illegal vape brands in the country compared with last year, which has been strengthened by 59%.

If approved, the bill will proceed to the next stage of parliamentary consideration.

Wes Streeting, Secretary of State for Health and Social Care, said:

  • “The number of children using vapes is increasing at an alarming rate. Without urgent intervention, we will have a generation of children who are chronically addicted to vapes. It is unacceptable that these harmful goods are deliberately chosen for children in brightly colored packaging such as “gummy bears” and “rainbow pops”. The Tobacco and vape Act protects children and young people to prevent them from being trapped by smoking addiction. That’s why it was so important to vote it through.”

Professor Chris Whitty, Chief Medical Officer for England, said:

  • “If this bill passes, it will accelerate the achievement of a smoke-free generation and help children escape a lifetime of dependence on cigarettes.” With the increasing use of vapes among youth, this bill will also help prevent the promotion of vapes to children.”

Our Health Service (NHS) also recently announced that it would be launching an improved version of a smoking cessation drug that could help tens of thousands of people quit. In October, the UK government introduced new laws and regulations to ban the sale of single-use vapes from June 1, 2025.

NHS Medical Director Stephen Powis said:

  • “Vaping by young people is a growing problem. We sincerely welcome the government’s commitment to addressing this issue as part of the measures briefly described in this Bill. Smoking remains the leading cause of preventable death with a huge impact on the NHS, costing the NHS billions of pounds every year. We look forward to working with the government and partners to ensure the next generation can grow up smoking and vaping-free.”
