According to The Wall Street Journal, ZYN nicotine pouches are rapidly gaining popularity within the Trump administration and U.S. conservative political circles, gradually emerging as a significant symbol of America’s new nicotine consumption culture.

The report states that during a lunch this month between U.S. President Trump and tobacco industry executives, the conversation touched upon nicotine pouch products.
According to sources familiar with the matter, Trump placed a call during the meeting to U.S. Secretary of Health Robert F. Kennedy Jr., asking him which brand of nicotine pouches he uses, and demonstrated a keen interest in the product category throughout the discussion.
The report notes that Trump subsequently indicated to relevant officials that he would like to see more nicotine pouch products receive market authorization.
FDA Signals Softer Enforcement Approach
Shortly thereafter, the U.S. Food and Drug Administration (FDA) issued a new policy stating that, for vapes and nicotine pouch products for which a complete PMTA (Premarket Tobacco Product Application) has already been submitted, the agency will temporarily refrain from taking enforcement action until the final scientific review is complete.
The FDA also noted that the pilot program for the expedited review of nicotine pouch products launched in September 2025 is progressing smoothly.
White House spokesperson Kush Desai stated:
- “The sole guiding principle for the Trump administration’s health policy is ‘Gold Standard Science.’ The FDA’s regulatory approach to nicotine pouches is grounded in growing evidence suggesting that these products can assist adults in quitting smoking.”
Nicotine Pouches See Rapid Market Expansion
The Wall Street Journal points out that, in recent years, nicotine pouches have become one of the fastest-growing new nicotine product categories in the United States.
According to a study published in JAMA Network Open in 2025, the market share of nicotine pouches within the U.S. smokeless tobacco and nicotine sector has surged from 4% in 2019 to 44% five years later.
Philip Morris International (PMI) informed investors that its ZYN nicotine pouch business saw a 36% year-over-year growth in 2025.
Reports indicate that nicotine pouches are gaining increasing popularity among consumers due to features such as requiring no ignition, producing no smoke, and facilitating discreet use.
ZYN Emerges as a MAGA Cultural Symbol
Notably, reports highlight that within circles of Trump supporters and “MAGA” conservatives, ZYN has even gradually evolved into a political and cultural symbol.
Some supporters draw a parallel between the product and the slogan of the American coffee chain Dunkin’, “America Runs on Dunkin’,” jokingly quipping that “MAGA runs on Zyn.”
Former Fox News host Tucker Carlson is also credited with fueling ZYN’s popularity within conservative communities.
He has even described the product as a “powerful work-enhancer.”
Nicotine Pouch Use Spreads Across Government Offices
Reports further point out that the use of nicotine pouches is particularly prevalent within certain departments of the U.S. government.
For instance, in the offices of the Department of Government Efficiency (DOGE) led by Elon Musk, ZYN and its competitor, Sesh, are ubiquitous.
At the General Services Administration (GSA), boxes of Sesh pouches are even made available to employees to help them power through long work shifts.
A former government official remarked:

According to reports, Kennedy initially began using nicotine gum at the recommendation of his wife, actress Cheryl Hines, to help him stay alert during his presidential campaign. Subsequently, he gradually transitioned to using nicotine pouch products.

The Wall Street Journal notes that while some consumers view nicotine pouches as a lower-risk alternative, the public health community continues to express concerns.
Experts state that although nicotine pouches carry lower risks compared to cigarettes and certain vapes, they may still:
