The police in Redding, USA, are conducting tobacco compliance checks.

According to a report by KRCR on July 24th. The Redding Police Department in California, USA, launched a series of intensified crackdown operations in July to restrict teenagers’ access to tobacco and vape products. This initiative resulted in the issuance of numerous fines and the seizure of flavored tobacco products.

On July 1st, the police conducted the first retail tobacco inspection at a tobacco store on Victor Avenue. They discovered multiple violations at the store. Including the lack of a valid tobacco retail license and the absence of necessary labels. The store employees received verbal warnings and were provided with educational materials on compliance.

Many people were fined for illegal sales

On July 16th, the police and the tobacco compliance experts from Shasta County jointly conducted a follow-up inspection of the store, discovering a list of flavored tobacco products and a warehouse. Over 600 pieces of flavored tobacco products were confiscated. Rattana Xayavong, a 46-year-old employee of Redding City, was issued a fine for possessing flavored tobacco products to sell them.

On July 18th, with the assistance of a 21-year-old adult police trainee. The police carried out the “shoulder tap” operation targeting the behavior of adults purchasing tobacco for minors. During the operation, five people were fined for supplying tobacco to minors.

Two stores were shut down and over 600 pieces of flavored tobacco products were confiscated

According to the police, during a retail inspection conducted on the same day, an employee handed over a handbag containing over 300 pieces of flavored tobacco products. Gurshawn Padda, a 27-year-old resident of Anderson City who owns the store, was previously caught with flavored tobacco products in another of his stores on July 3, 2025. The police stated that Padda would be charged with possession and intent to sell flavored tobacco products.

The Reading Police Department emphasized that these actions are part of a broader public safety strategy funded by state grants, aimed at protecting the health and safety of teenagers and ensuring the enforcement of state laws. According to California law, the sale of flavored tobacco products is prohibited due to their appeal to teenagers and health risks. In 2022, voters supported lawmakers’ passage of a product ban in 2020, and the US Supreme Court reaffirmed this ban in the same year, rejecting the request from tobacco companies to lift the ban.

Furthermore, on July 15th. The Redding City Council passed a regulation requiring tobacco retailers to pay a fee. This will be used for law enforcement and the management of the tobacco retail license program.
