As of March 1, 2025, Russia will strengthen the regulation of nicotine products, including mandatory labeling and the inclusion of smokeless heated mixtures in the definition of nicotine-containing products.

On March 1, 2025, new regulations governing the circulation of nicotine-containing products will come into effect.

Under the new legislation, the following are prohibited:

  • Nicotine-containing products that are in circulation and not labeled as of March 1 and December 15, 2022, will be labeled by October 1 and December 1, 2023, respectively.

According to relevant laws and regulations in Russia, the Russian alcohol tobacco administration (Р о с а л seem о f о л ь т а б а seem о н т р о л ь) shall have the right to prohibit to circulate on the market of the tobacco and nicotine products and raw materials. After conducting a regulatory activity, the agency may decide to impose an injunction if it finds a violation of the law, or if it is not possible to carry out a regulatory activity.

In addition, from March 1, 2025, the law on the protection of citizens’ health from the effects of environmental tobacco smoke, and the consequences of consuming tobacco or nicotine-containing products will be amended. Under the Act, smokeless heating mixtures will be classified as nicotine-containing products and a definition of such mixtures is introduced.
