Russian lawmakers have submitted a bill to the State Duma proposing to ban the sale and wholesale of e-cigarettes and their related vaping products in response to the prevalence and poor regulation of e-cigarettes among youth.
According to Parlamentskaya Gazeta, on December 26, a number of deputies of the Communist Party of the Russian Federation (KPA) submitted a bill to the State Duma proposing to ban the sale and wholesale of e-cigarettes and related vaping products.
In the explanatory note, the MPS pointed out that e-cigarettes have spread rapidly among teenagers and, despite restrictive standards, the regulatory authorities have weak control due to the suspension of unplanned inspections by the Cabinet of Ministers.
The initiative’s authors are Evgeny Bessonov, Nikolay Kolomeytsev, and Alexey Kuliney Kurinny. It proposes to amend “Article 19 of the Law on the protection of citizens’ health from the effects of environmental tobacco smoke, tobacco consumption or the consequences of consumption of nicotine-containing products.”
Under the proposed standard, the wholesale and retail trade of nicotine (including synthetic nicotine), its derivatives (including nicotine salts), nicotine-containing and nicotine-free vapes, and their consumption devices are prohibited.
