Introduction: Dismantling of the Illegal Nicotine Products Network
Russian police in the Moscow region have dismantled a network selling unmarked nicotine products, vapes, and vaporizers. The network involved more than 50 stores, with the organizers earning over 10 million rubles (approximately $130,000) per month.
Scope of the Operation
The illegal network operated more than 50 retail stores across the Moscow region, generating significant monthly income for the organizers.
Seizures and Investigations
During the operation, over 2,000 unmarked nicotine products were seized. Police also found suspected liquid nicotine packaging, which will be tested for safety compliance.
Arrests and Legal Action
The suspected organizer and four accomplices were arrested. A case has been opened under Article 171.1, Paragraph 6 of the Russian Criminal Code. The individuals involved are subject to travel restrictions while further accomplices are being identified.
Counterfeit Products and Illegal Practices
The suspects employed counterfeit identification for some goods under the “Honest Mark” system, and some products lacked the required regulatory codes. This suggests significant violations of Russian regulations on nicotine products.
Law Enforcement Support and Ongoing Investigation
The operation was supported by the Russian National Guard (Rosgvardiya), and investigations continue to identify further individuals involved in the illegal distribution network.
