The Russian State Duma has adopted a new law on the supervision of smokeless tobacco products (chewing tobacco and snuff) in its third reading. The law also sets limits on nicotine content and bans any harmless claims on packages.
According to RG.RU On July 24, the Russian State Duma adopted a new law setting out the rules for the production and distribution of smokeless tobacco products in Russia, including a ban on the use of flavorings and other substances, as well as the production and control of snus and navy (two types of tobacco products).

- “It is prohibited to use any flavors in non-smoking cigarette products. At the same time, additives that increase attractiveness and nicotine dependence are prohibited. In addition, it is stipulated that the nicotine content of each product should not exceed 10mg.
The list of specific colorants and additives will be determined by the government.
On the packaging of non-smoking tobacco products, the law also prohibits the marking of claims that the goods are harmless or low-harm.
As of September 1, paper tax labels on Russian tobacco packages will be replaced by digital tax labels. Spyridonov explains, “Until the end of the sale, tobacco packages with paper tax labels will remain in circulation. In the future, only digital tax labels will be used. This will allow us to track the entire process from production to sale to protect citizens from counterfeit products and clean up the market.”
