Russia Proposes Extension of Vape Labeling Pilot Program
The Russian Ministry of Industry and Trade has proposed extending the voluntary labeling pilot program for vapes and similar devices until August 31, 2026, beyond the original end date of February 28, 2026.
Draft Resolution Published for Public Review
A draft of the relevant government resolution has been published on the official website for draft normative legal documents, allowing stakeholders and the public to review the proposed extension.
Part of Ongoing Electronic Product Labeling Experiment
The pilot program forms part of the fourth phase of Russia’s electronic product labeling experiment, which has been implemented since July 14, 2025. Vapes and similar devices are included in the program voluntarily.
Voluntary Participation Across the Supply Chain
Manufacturers, importers, retailers, electronic document flow operators, and financial data operators are all able to participate voluntarily in the labeling pilot program.
Extension Provides Additional Time for Technical and Business Preparations
According to the Ministry, the proposed extension will allow participants in the vape supply chain more time to refine technical and business processes, including applying identification codes to product packaging and integrating with labeling information systems.
