Federal Legislative Background and Presidential Support
According to a January 28, 2026, report by Vedomosti Yug. The Rostov Oblast government and legislature are preparing to push for stricter regulations on vapes and tobacco.
Igor Burakov, Chairman of the Economic Policy Committee of the Rostov Oblast Legislative Assembly, stated during a thematic discussion that the Russian State Duma is considering a bill that would grant regions the authority to impose bans on vape sales, an initiative that has received support from the Russian President.
Regional Legislative Plans for 2026
Burakov noted that Rostov Oblast intends to be among the first regions to adopt such restrictions. He confirmed that the relevant regional bill has already been included in the regional parliament’s 2026 legislative work plan.
Illegal Market Concerns in Tobacco and Vapes
When addressing issues of market regulation, Burakov estimated that the current average share of illegal tobacco in Russia stands at approximately 9.5%. In contrast, the scale of illegal circulation of vapes and other nicotine-containing products may reach 80%–90%, highlighting a significant enforcement challenge.
Health Risks and Ongoing Research
Burakov also pointed out that the full extent of the health risks posed by vapes has not yet been conclusively determined, noting that some scientific studies are still ongoing.
Expanding Regional Authority Over Tobacco Sales
In addition to vape restrictions. Burakov stated that Rostov Oblast supports granting regions broader powers to introduce additional restrictions on tobacco sales.
As an example, he suggested that existing bans currently focused on areas near general education institutions (schools) could be expanded to cover other social facilities, further tightening control over tobacco accessibility.
