Poland has completely banned the sale of nicotine replacement products to minors

Poland Prohibits Nicotine Replacement Sales to Minors

Poland Plans Stricter Vape Rules, Expanding Sales Restrictions to Nicotine-Free Products

The Upper House of the Polish Parliament is preparing to review amendments to the Tobacco Law, which would expand existing restrictions on vape and nicotine product sales.

Under the proposed changes, minors would be prohibited from purchasing all types of vapes, including nicotine-free products. The bill would also introduce additional restrictions on online sales, advertising, and the use of certain vape products in public places.

The move reflects Poland’s efforts to strengthen youth protection measures and tighten control over emerging nicotine products.

Key Points

  • Poland plans to expand vape sales restrictions to include nicotine-free vapes.
  • Minors would be prohibited from purchasing all types of vape and nicotine products.
  • Online sales of vapes and nicotine pouches would face additional restrictions.
  • Advertising and promotional activities for these products would be limited.
  • The proposal aims to reduce youth exposure to nicotine-related products.

Polish Parliament Reviews Expanded Tobacco Law Restrictions

According to a report by PAP on June 10, the Upper House of the Polish Parliament is preparing to review a revised version of the Tobacco Law, which includes broader restrictions on the sale and promotion of vape and nicotine products.

The proposed amendments would extend existing youth protection measures beyond traditional nicotine products and apply them to nicotine-free vapes and other alternative products.

Under the planned rules, products containing no nicotine would also be subject to restrictions if they are considered related to vaping or nicotine consumption.

Minors Would Be Banned From Purchasing All Vape Products

One of the key changes in the proposal is the expansion of age restrictions.

If approved, retailers would be prohibited from selling both nicotine-containing and nicotine-free vapes to consumers under the age of 18.

The same restrictions would apply to nicotine pouches, preventing minors from purchasing these products.

Polish lawmakers argue that broader age restrictions are necessary to prevent young people from accessing products that may encourage nicotine use or normalize vaping behavior.

Online Sales and Public Use Restrictions Could Be Expanded

The proposed legislation would also introduce stricter rules for sales channels and product use.

Under the amendments, online sales of vapes and nicotine pouches would be prohibited. Sales would also be restricted in locations such as:

  • Medical institutions;
  • Schools;
  • Sports facilities;
  • Leisure and recreational venues.

In addition, nicotine-free vapes would face restrictions on use in certain public areas, bringing them closer to the regulatory framework applied to other tobacco-related products.

Advertising and Promotion Restrictions Included in New Proposal

The revised Tobacco Law would further limit the advertising and promotion of vape and nicotine products.

Authorities believe that restricting marketing exposure can reduce the appeal of these products among teenagers, particularly through digital channels and youth-oriented environments.

The proposal is part of Poland’s broader effort to strengthen public health policies and reduce young people’s exposure to nicotine-related products.

Poland Moves Toward Broader Regulation of Alternative Nicotine Products

The proposed changes indicate that Poland’s regulatory approach is expanding beyond traditional tobacco products to include a wider range of vape and nicotine alternatives.

By covering nicotine-free vapes, online sales, advertising, and public use, lawmakers are attempting to create a more comprehensive regulatory framework.

The outcome will depend on further parliamentary review and approval. If implemented, the new rules could significantly affect how vape products are sold and marketed in Poland.
