UK to Introduce Vape Brand Tax in 2026
The UK government plans to implement a new Vaping Products Duty (VPD) in October 2026, aiming to reduce vape use among teenagers and non-smokers. The proposal, included in the Spring 2024 Budget, has sparked extensive debate among public health officials, industry stakeholders, and consumers.
Key Details of the Vape Tax
The new tax will apply to all vape brands, including e-liquids and devices, and is expected to raise retail prices by about 25%. Some products may even double in price by the 2028/29 financial year.
According to government estimates, the measure could generate up to £445 million, which will be directed to support the National Health Service (NHS), Trading Standards, and public health programs related to vaping regulation.
Government Objectives and Rationale
While the government acknowledges that vapes can help smokers quit, it remains concerned about the rising use among non-smokers and youth. The new tax seeks to balance public health protection with the continued availability of vapes as a cessation aid.
A consultation document released by the government highlights that, although vapes are far less harmful than cigarettes, they still raise anxiety over addiction and youth appeal.
Balancing Harm Reduction and Public Health
The government aims to strike a balance between promoting vapes as a harm-reduction tool and preventing new nicotine addiction among young people.
Public Health England maintains that vaping is about 95% less harmful than smoking and remains a useful cessation aid. The new proposal reflects the government’s cautious approach, ensuring that while vapes help smokers quit, they do not entice non-smokers.
Industry and Public Reactions
The proposal has elicited mixed reactions. Vape industry supporters argue that the tax could make vapes less affordable, discouraging smokers from switching from traditional cigarettes.
Deborah Arnott, CEO of Action on Smoking and Health (ASH), emphasized:
- “Further increases in tobacco taxes are favored because keeping vapes less expensive than traditional cigarettes is especially important to help quitters switch to vapes.”
In contrast, public health officials and anti-smoking advocates welcome the tax, viewing it as a necessary deterrent to curb youth vaping and prevent nicotine dependence among minors.
Parallel Tobacco Tax Increases
To maintain relative affordability for smokers looking to quit, the government also intends to raise traditional cigarette taxes, ensuring that vapes remain a cheaper and less harmful alternative.
