Philippine Standards Now Mandatory for Vape and Heated Cigarette Products
According to the latest Philippine regulations, any vape or heated cigarette product without a standard license will not be allowed to enter the market. The Philippine Bureau of Standards (BPS) announced that Technocom System and Shenzhen Addison Technology were the first companies to be certified.
First Batch of Certified Manufacturers
According to a report from The Standard in Manila on June 4, the Philippine Bureau of Standards (DTI-BPS) under the Department of Trade and Industry (DTI) has issued the first batch of Philippine Standard (PS) licenses to heated cigarette manufacturers.
Amanda Nograles, Deputy Secretary of Consumer Protection at the Ministry of Trade, stated:
- “From June 5, 2024, any vape brand that does not have a PS mark, license, or ICC label will not be able to enter the Philippine market.”
Companies Granted PS Licenses
The companies that received PS licenses include Technocom Systems Sdn. Bhd. and Shenzhen Addison Technology, which successfully passed the review process under the Philippine Republic Act No. 11900, also known as the E-Cigarette Tar and Non-Nicotine Products Management Act.
According to DTI, which lists certified products on the BPS website. IQOS Venturee (manufacturer of ILUMA heated tobacco equipment), Technocom System, and Shenzhen Adywell Technology Co., Ltd. were all granted licenses valid for three years. Renewal is required six months before expiration.
Notably, Venture Technocom System and Adywell Technology are the only two factories that have obtained a PS mark permit for any product under the e-cigarette law. PMFTC Inc. and Royal Connections Inc. are licensed to distribute ILUMA equipment for IQOS.
Enforcement and Transition Period
Nograles further revealed that beginning January 2025. The Ministry of Trade and Industry will conduct market inspections on vape brands lacking PS or ICC markings. Companies are given six months to clear their uncertified inventories.
In a public notice released in October 2022. DTI-BPS emphasized that certification ensures all goods and equipment meet quality standards and helps prevent illegal trade.
Implementation Timeline and Penalties
Starting June 5, 2024, all heated cigarette and vape brands are required to obtain certification. Distributors and retailers can continue to sell uncertified products only until January 5, 2025. After that date, only items with a valid PS mark or ICC label can be legally sold.
For non-compliant businesses, the Ministry of Trade and Industry holds the authority to order immediate recalls, impose sales prohibitions, or carry out arrests to stop the sale and distribution of uncertified goods.
