Morocco Announces New Cigarette Price Increase for 2026

Morocco will increase the retail price of cigarettes by 1–2 Moroccan Dirhams (MAD) per pack, effective January 1, 2026. Which is approximately 0.10–0.20 US dollars. This price increase mainly targets mass-market/entry-level cigarette brands, while high-end and imported brands will be largely unaffected.

Key Points

  • The new round of price increases takes effect on January 1, 2026.

  • The increase ranges from 1–2 MAD per pack (approximately USD 0.10–0.20).

  • Mass-market / value cigarette brands are most affected; premium and imported brands remain mostly unchanged.

  • This adjustment is part of Morocco’s multi-year tobacco tax (TIC) reform implemented from 2022 to 2026.

  • Government forecasts project 2026 tax revenue from manufactured tobacco to exceed 17.7 billion MAD; combined taxes on alcohol and tobacco are expected to surpass 21.1 billion MAD.

Final Phase of Morocco’s Tobacco Tax Reform

December 1, 2025 — According to bladi.net. Moroccan authorities have confirmed that a new cigarette retail price increase will take effect on January 1, 2026. This marks the final stage of the multi-step tobacco tax (TIC) reform introduced in the 2022 fiscal law and carried out from 2022 to 2026.

Price Increase Scope and Impact

The adjustment will raise the retail price of many cigarette products by 1–2 MAD per pack (approximately USD 0.10–0.20), with the exact increase depending on brand and product category.

Impact on Different Product Segments

The price rise primarily affects “value” or entry-level cigarette brands. Most premium or imported brands are expected to keep their current prices unchanged.

Purpose of the Gradual Tax Reform

The price increase is a key component of the tobacco excise tax reform launched in 2022. The government aims to gradually adjust the tax burden and retail prices, creating a more unified and standardized cigarette pricing system by 2026.

Projected Tax Revenue for 2026

Revised tax structures indicate that Morocco may collect over 17.7 billion MAD (around USD 17.7 billion) in cigarette manufacturing taxes in 2026. When alcohol taxes are included, total projected revenue from alcohol and tobacco exceeds 21.1 billion MAD.

Official 2026 Retail Price List Yet to Be Released

Currently, Morocco’s Customs and Indirect Taxes Administration (ADII) has not published the complete official retail price list for 2026. Final official prices will be based on this list once released.
