Malaysia's Perlis announces total ban on vapes starting Aug. 1

The state of Perak in Malaysia has announced a complete ban on the sale of vapes starting from August 1st. It is expected to affect about 50 merchants and the issuance of related business licenses will be halted.

Key points:

  • The government of Perak, Malaysia, has announced that it will officially ban the sale of vape products starting from August 1st.
  • The official statement said that although the measures cannot completely curb the use, the goal is to control the trend and reduce the risk of exposure among teenagers.
  • The background of the events includes two campus accidents related to students’ use of vapes, which has accelerated the implementation of the policy.
  • This measure is in line with the trend in other states of Malaysia. Cross-state online sales at the central government level still require higher-level regulatory support.

According to Utusan’s report on May 14th. The government of Perak, Malaysia, announced that it will completely ban the sale of vapes within the state starting from August 1st, 2025. This move is based on the relevant ban issued by the Jawatankuasa Fatwa Negeri Perlis in Perlis in 2022 on a policy basis. The state government claims that this move aims to curb the potential threat that vapes pose to teenagers.

The Menteri Besar of Perak, Mohd. Shukri Ramli said in an interview after the state executive meeting that although the measure is unlikely to completely stop the use of vapes, “at least the government has taken action to ensure the health and safety of the local young population”. It is recorded that in the past six months, the state has reported two cases of students using vapes.

According to the state government’s notification. The Jaya City Council (MPK) will no longer issue or renew business licenses related to vape sales starting from August 1st. The current number of practitioners engaged in vape sales in Perak is estimated to be less than 50.

Mohamad said that while state regulations are being implemented. The federal government should also intensify its supervision over the online sale of vapes to enhance overall enforcement effectiveness.

This policy is in line with the existing sales ban regulations in several states of Malaysia. Previously, Johor implemented a complete ban on the sale of vapes since 2016. Subsequently, Kelantan and Terengganu also took similar measures for health and religious reasons. Malacca is considering imposing restrictions in specific areas, while Selangor is promoting a more stringent regulatory approach through local governments.
