The Supreme Parliament of Kyrgyzstan reviewed and passed the Free Economic Zone bill, allowing two companies to produce vapes for export in free economic zones. Previously, the use and sale of vapes have been banned by the state, which has caused controversy between legal consistency and control.
According to Bulak.KG on November 20. The Supreme Parliament of Kyrgyzstan discussed a draft law on the opening of free economic zones. If the bill is passed, the two companies will produce vapes in the Bishkek Free Economic Zone for export.
The sponsor of the bill is Amankan Kendebayev, a member of the Supreme Assembly. (Amankan Kenzhebaev) and Marlen Mamataliev.
Dastan Bekeshev said that before this, the “Supreme Council” had enacted laws banning the import and sale of vapes.
“We used to ban vapes. I have no opinion on this new draft law, but the point is that the law should follow a uniform principle, which means that the authorization or prohibition should apply to all companies. What is happening now can be considered lobbying, even corruption, because we ban all other companies, but we allow these two companies.”
Daniyar Tolonov, a member of parliament for Daniyar Tolonov, explained that the two companies are only in the export business. Bekshev, however, doubts he will get the controls right. After the discussion, lawmakers considered and passed the bill in the second and third readings.
In June, the Supreme Parliament passed a bill banning the use, import and sale of vapes in Kyrgyzstan. In August of the same year, President Sadyr Japarov rejected the document and requested another revision.
