Previous Ban Extensions and Timeline
Reports indicate that the previous decision to extend the ban was signed in late December 2025 by Adylbek Kasymaliev, the Head of the Cabinet of Ministers of Kyrgyzstan.
Initially, restrictions on the import of vapes and associated e-liquids were in effect from July 1, 2025, to January 1, 2026.
Subsequently, the ban was extended for the current six-month period.
The government is currently preparing to extend it once again.
Health Concerns and Youth Addiction Drive Policy
Reports note that the upcoming extension of the ban is based on the requirements of the Law on the Protection of Citizens’ Health and the need to combat nicotine addiction systematically.
Officials believe that such addiction is currently reaching epidemic proportions among the youth population.
The Ministry of Economy of Kyrgyzstan has also previously expressed serious concern about the uncontrolled proliferation of novel nicotine-delivery products.
Import Data Highlights Strong Market Demand
Citing import statistics from the period before the ban’s implementation, reports state that Kyrgyzstan imported nearly 50 tons of vapes in 2023.
In 2024, this figure nearly doubled, reaching 89 tons, and in the first eight months of 2025, import volume stood at 12.4 tons—both figures demonstrating that market demand remains high.
