BBC Report Confirms Petition Rejection

Ban to Take Effect at the End of March
Guernsey’s Health and Social Care Committee stated that this ban aligns with its objective of protecting children “from exposure to vaping products.”
Petition Led by Local Vape Retailer
This response was issued in reply to a petition launched by VapeBar Guernsey. The petition sought to repeal upcoming legislation that would make it a legal offense for children to enter vape shops.
Existing Vape Restrictions Already in Place
Guernsey had already banned the sale of vaping products to individuals under the age of 18 last June, and has prohibited the sale of disposable vapes since January 31.
New Rule Targets Youth Access to Vape Shops
The current ban on minors entering vape shops is expected to come into effect at the end of March. VapeBar Guernsey stated that its petition garnered the support of “thousands” of signatures.
Business Calls Ruling “Out of Touch”
In a statement, VapeBar Guernsey described the ruling as “out of touch with reality.” The company argued that after more than 1,300 island residents signed the petition, the response received was one of “total rejection,” showing no willingness to listen, no room for compromise, and no acknowledgment of the reality that local, family-run small businesses are striving to operate responsibly. The company further stated that they are not advocating for children to be exposed to harm, but rather seek policies that are more pragmatic and better aligned with the realities of family life.
Government Emphasizes Youth Protection Goals
However, the Health and Social Care Committee acknowledged the concerns raised in the petition. Noting that “the primary objective of this legislation is to reduce children’s exposure to vaping products. Particularly in light of existing evidence indicating that associated marketing practices directly appeal to young people.”
Exceptions for Compliant Retailers
The Committee also clarified that specialist vape retailers who fully comply with advertising and display restrictions would still be permitted to allow individuals under the age of 18 to enter their premises.
Authorities Defend Balanced Approach
The Committee added that it remains confident the proposed regulations strike an appropriate balance between supporting adult smokers and protecting young people from premature exposure to vaping products.
