Germany Plans Tobacco Tax Hikes Through 2030, Including E-Liquids

The German Federal Ministry of Finance plans to further raise tobacco taxes, potentially pushing the average price of a pack of 20 cigarettes to nearly €12 by 2030. The proposal also covers fine-cut tobacco, cigars, pipe tobacco, and e-liquids, with a planned annual tax increase of 1 euro cent per milliliter for the latter. The plan remains in the draft stage; the government states that its objectives include boosting tax revenue and reducing smoking rates.

Key Highlights

  • The German Federal Ministry of Finance plans further tobacco tax hikes; the price of a pack of 20 cigarettes could rise to approximately €11.78 by 2030.
  • The current average price for a pack of 20 cigarettes in Germany is around €8.65.
  • The draft proposal also covers fine-cut tobacco, cigars, pipe tobacco, and e-cigarette liquids.
  • The tax rate on e-cigarette liquids is set to increase by 1 euro cent per milliliter annually.
  • The German government projects that additional tobacco tax revenue could reach approximately €3.589 billion by 2030.

July 14, 2026. According to reports by Deutsche Welle (DW) and other media outlets on July 13, 2026, a tax proposal from the German Federal Ministry of Finance indicates that the government plans to further raise tobacco taxes over the coming years, bringing the average price of a pack of 20 cigarettes close to €12 by 2030. The Local reported that the proposal was issued by the Finance Ministry and obtained by the German media outlet RND.

Cigarette Prices Could Reach Nearly €12 by 2030

According to Euronews, the German government intends to raise cigarette prices in stages. Under the current proposal, the average price for a pack of 20 cigarettes is projected to rise to approximately €9.10 in 2027, €9.91 in 2028, €10.81 in 2029, and €11.78 in 2030.

The Local reported that the current average price for a pack of 20 cigarettes in Germany is around €8.65. If the proposal is implemented, cigarette prices in Germany will rise significantly from current levels by 2030.

Tobacco Tax Revenue Expected to Increase Significantly

Euronews reported that approximately €4 per pack currently goes to government revenue as tobacco tax; this figure could rise to €6.19 by 2030.

Annual Tax Increases Planned for E-Liquids and Other Tobacco Products

The plan is not limited to traditional cigarettes.

The Local reported that the draft also includes annual tax increases for fine-cut tobacco. For e-liquids, the tax rate is set to increase by 1 euro cent per milliliter annually.

Euronews also reported that the affected products include fine-cut tobacco, cigars, cigarillos, pipe tobacco, and e-liquids. For e-cigarette users, this means the tax burden on new nicotine products and alternatives in Germany is likely to continue rising.

Germany has already implemented a tax system for e-cigarette liquids based on volume (per milliliter). If the new proposal is adopted, the cost of e-liquids will continue to be impacted by tax policy.

Government Says Tax Plan Supports Fiscal and Public Health Goals

According to The Local, the German government projects that higher tobacco taxes will generate approximately €756 million in additional revenue by 2027, with that figure potentially rising to around €3.589 billion by 2030.

Euronews reports that the German government has linked this plan to both fiscal pressures and public health objectives. Government sources cited in the report indicate that the tax hike aims to curb tobacco consumption and reduce smoking rates among both young people and adults.

Citing RND, SBS News reports that the German Finance Ministry plans to gradually increase the tobacco tax component of a pack of cigarettes from the current level of approximately €4 to €6.19 by 2030. The report also notes that the tax increase plan is connected to Germany’s fiscal shortfall.

Germany’s Tobacco Pricing Strategy May Shift

Compared to European nations such as the UK, Ireland, and France, Germany has long been considered a market with relatively low tobacco prices. The Local reports that Germany has historically favored modest annual price increases ranging from 10 to 15 euro cents to prevent consumers from crossing borders to purchase cheaper tobacco products.

Higher Taxes Could Increase Cross-Border Trade Risks

As Germany shares borders with markets where tobacco prices are lower, such as Poland and the Czech Republic, tax hikes could potentially increase the risks of both cross-border purchasing and illicit trade.

For companies in the tobacco and nicotine sectors. Germany’s tax plan signals that major European markets are integrating fiscal revenue, public health goals, and the regulation of novel nicotine products into a unified policy framework. Moving forward, product pricing, tax structures, and cross-border compliance risks will emerge as critical variables in the German market.
