E-cigarette tax hike proposed in Louisiana, USA

The Louisiana House Ways and Means Committee in the United States has approved a proposal to increase the tax on vapes, aiming to reduce the burden on teenagers’ use and related public health. Members of parliament have obvious differences on the effectiveness of this measure, and the bill still needs further review.

Key points:

  • The legislation on vape tax has been preliminarily approved: The Louisiana House Ways and Means Committee in the United States has approved a legislative proposal to increase the state tax on vapes and vaping products. The proposal to increase the tax on cigarettes was not passed.
  • The reasons for tobacco control focus on the use by teenagers: Lawmakers and public health organizations believe that raising prices can help curb the consumption of vapes by teenagers.
  • There is a clear divergence of views: The Democratic Party generally supports the tax proposal, while some Republican lawmakers question its effectiveness and the potential substitution risks it may bring.
  • The legislative process is not yet complete: The bill still needs to be submitted to the House Appropriations Committee for a hearing and can only be sent to the Senate after being passed by a two-thirds majority in the House of Representatives.

The Louisiana House Ways and Means Committee recently approved legislation that plans to raise state taxes on vapes and vaping products. Louisiana Radio Network reported on April 22.

Ken Brass, a representative of the state legislators, pointed out that higher tax rates would reduce the use of these harmful products, thereby saving medical and other related costs. The Democratic lawmakers on the committee supported Blas’s proposal, while the Republican lawmakers held different opinions.

Dennis Hamburg, a representative of Bossier City, said that many teenagers are using vapes and if the cost is raised, it may reduce the use of these products by minors. He pointed out that although he didn’t like taxation, it would be worthwhile if the usage rate could be reduced.

The House Fundraising Committee has preliminarily passed the bill

A representative of the American Lung Association testified at the hearing, pointing out that one in every four junior high school students and one in every three senior high school students are using tobacco products, most of whom are vape users. Eric Weinzettle said that for every 10% increase in price, adolescent consumption would decrease by 13% to 22%.

Congressman Jay Galle’s skeptical about these data. Gail pointed out that although he believes vape addiction is serious. The price increase may not effectively prevent teenagers from obtaining vapes.

Gail believes that if the sales tax is raised, he expects that teenagers may adopt other ways to obtain vaping products. He is worried that teenagers might turn to other paths because they can’t afford it, which will bring more uncertainties and risks.

The proposal is expected to be submitted to the House Appropriations Committee for a hearing and then voted on by the entire House of Representatives. The proposal needs to receive two-thirds of the votes in support before it can be submitted to the Senate for approval.
