Canada's Conservatives promise to liberalize nicotine bag sales if in power

The Conservative Party of Canada has promised that if it comes to power, it will abolish the rule that nicotine bags can only be sold in pharmacies and allow adult consumers to purchase them at convenience stores and gas stations.

Key points:

  • The Conservative Party of Canada said that if it comes to power, it will allow the sale of nicotine bags in convenience stores and gas stations and lift the current restriction that they are only sold in pharmacies.
  • The Liberal government restricted the sales channels of nicotine bags under the Food and Drug Act last year, aiming to protect teenagers.
  • At present, only one nicotine bag product (Zonnic) in Canada has received a smoking cessation assistance license.
  • Industrial and public health perspectives: Some critics believe that the current policies have restricted the popularization of effective smoking cessation tools, which may affect Canada’s goal of achieving a 5% smoking rate by 2035.

According to Western Standard. On April 26th, the Conservative Party of Canada proposed that if it comes to power in the future, it will allow adult consumers to purchase nicotine bags at convenience stores and gas stations, and abolish the current rule of the Liberal government that only pharmacies can sell them.

A spokesperson for the Conservative Party told Western Standard that the Conservative Party believes that Canadian adults should have the autonomy to choose when it comes to using legal products, including vapes and nicotine bags.

  • “For people who are quitting smoking, it is also very important to continue to have access to low-risk alternatives that are effective for them.”

At present, only one nicotine bag product, Zonnic, has been approved by Health Canada for smoking cessation assistance.

In the autumn of 2024, the Liberal government invoked the Food and Drugs Act to restrict the sales channels of nicotine bags to pharmacies on the grounds of protecting teenagers. This measure has received support from tobacco control groups, but critics argue that it limits the popularity of nicotine bags as an effective smoking cessation tool.

Industrial and public health perspectives

A spokesperson for the Conservative Party criticized the policies of the Liberal Party for having “double standards”.

  • “It is the greatest hypocrisy when this radical Liberal government distributes deadly opioids to addicts with taxpayers’ funds while targeting Canadian adults who wish to obtain smoking cessation products.”

Industry advocates point out that the nicotine bag has shown a higher success rate in quitting smoking than traditional nicotine gum or patches in multiple international studies. Health experts have warned that excessively high access thresholds could prevent Canada from achieving its goal of becoming a “smoke-free country” by 2035, reducing the smoking rate to 5%. So far, only Sweden has successfully reduced the smoking rate to below 5% by promoting nicotine bags.
