President Joe Biden announced his withdrawal from the 2024 presidential race and expressed support for Harris’ vice presidential relay for the party’s nomination. As early as the California Attorney General long ago, Harris reportedly aggressively pushed for legislation and the inclusion of vapes in laws prohibiting underage smoking and mandating smoke-free environments.
President Joe Biden announced his withdrawal from the 2024 presidential race and expressed his support for incumbent Vice President Kamala Devi Harris to pick up the party’s nomination, Reuters reported on July 22nd. Harris said she was honored to have Biden’s endorsement. Her goal is to win the nomination and do her best to unite the party and the administration to defeat Republican former President Donald Trump. Subsequently, the chairman of the Democratic Party of the United States strongly supported Vice President Kamala Harris in all 50 states to gradually become a presidential candidate.
The Democratic Party is reportedly planning to hold its national convention in Chicago from the 19th to the 22nd of next month. With the same purpose as the Republican convention, the Democrats will choose their presidential and vice presidential candidates at this convention. Biden’s withdrawal means that the Democrats should complete the nomination process for new candidates next month. If successful, Harris will receive the Democratic nomination without substantial competition.
Protecting children from vapes
As vice president, Harris first made contact with vapes during his tenure as California’s attorney general. At the time, vapes did not receive as much national attention as they did in 2019. In August 2015, she aggressively pushed for legislation to include vapes in the law that would prohibit underage smoking and mandate smoke-free environments.

She supported Senator Mark Leno – (D) SBX2 in drafting 5. The bill was designed to protect children and youth from the harmful effects of vapes. The bill explicitly defines vapes as “cigarette merchandise”. It requires child-safe packaging of vapes to ensure that vapes are included in current law to avoid underage smoking and to designate smoke-free spaces.
- “Protecting children from nicotine addiction is especially important for good public health and smart economic policy,” said Harris. “I want to thank Senator Leno for his leadership on this issue and urge the legislature to approve this important legislation.”
The bill prohibits smoking in workplaces, schools, childcare centers, restaurants, bars, hospitals, and public transportation. The bill would also ensure that vapes (STAKE) are banned for protection under the Prohibition of Tobacco Exposure to Children Act of 1994. Which has been successful in reducing the illegal sale of tobacco to children. According to the announcement at the time, California’s annual healthcare costs for cigarette use were $13.29 billion.
Federally, Vice President Harris pushed the Biden administration’s policy on vapes to avoid youth use. She believes that the core mission of the public health system is to protect children from nicotine addiction.
Support for loosening controls on marijuana commodities
In addition to the vape issue, Harris’ stance on marijuana changed significantly during her tenure as vice president.
Initially, when she worked as a prosecutor in California, she was known for her strict opposition to marijuana. Later, she became an advocate for marijuana legalization. Harris co-sponsored federal marijuana delisting legislation and supported measures to undo nonviolent marijuana offenses. The change coincided with growing Democratic support for marijuana legalization and criminal justice reform.

In March, she made it clear that “no one should go to jail for inhaling marijuana,” Harris added:
- “Too many people are being sent to prison simply for having marijuana.”
Harris called on the Department of Health and Human Services and the Department of Justice to expedite the reclassification of marijuana as a more harmful drug than heroin and other drugs. Harris said, “Marijuana is just as dangerous as heroin and more dangerous than fentanyl. It’s absurd, not to mention patently unfair.”
Last year, the U.S. Department of Health and Human Services recommended that marijuana be reclassified from its current “Class I” therapeutic drugs, which are moderately lazy, to Class III.
Dueling political issues
“If Trump is back in power: What new changes will vape regulation face?” This article explores the Republican candidate’s views on vapes, marijuana, and other issues. In its last term, the Trump administration eased restrictions on flavored vapes, emphasized the need to protect small businesses and jobs in the vape industry, and took an approach that balanced public health and economic impact. then, Republicans such as Republican Senator Rand Paul have opposed overly restrictive e-cigarette laws and regulations, arguing that the measures would harm small businesses and the free market.
In addition, while many Republicans oppose strict oversight of vapes as a “nanny China” approach, they also emphasize the importance of protecting minors from e-cigarettes. Georgia Senator David Perdue, for example, said that while he doesn’t like government overreach, protecting children’s health is necessary.
The election of Biden and the thrusting of Harris into the spotlight has prompted renewed enthusiasm for the Democratic race in the short term, as Trump tries to appeal to voters dissatisfied with the policies of the Biden administration.
Since Biden announced his withdrawal from the race and Harris began campaigning, Democratic donations have surged, with grassroots supporters raising $46.7 million, according to the BBC. Many senior Democratic officials have also expressed support for Harris.
According to Reuters, Trump told CNN that in the November election, he thinks Harris would have an easier time winning than Biden if she gets the nomination.
