Belarus will hold ten days of public discussion on a new draft law covering cigarette raw materials, tobacco products, vapes, and related products. The draft includes product definitions, trade activity norms, and special legislative authority for the president.
From December 31, 2024, to January 9, 2025, Belarus will publicly discuss the “Law on the production, circulation, and consumption of tobacco Raw materials, tobacco products, non-tobacco nicotine products, e-liquids, vapes, and vape products”.
The bill proposes a definition of these products and removes the concept of “summer platform (extended part).” The Act also gives the President of Belarus the power to enact special laws and regulations. It defines the legal operators of the cigarette trade, including legal persons and individual enterprises. At the same time, China will retain the exclusive right to import raw materials and products of cigarettes.
In addition, the Act also establishes licensing measures for trade activities related to cigarette products, sets requirements for the registration of production equipment for tobacco products and related equipment, and sets various quality and safety standards, as well as packaging information and tax bill labeling requirements.
The Belarusian State Food Industry Group is organizing a public discussion. From December 31, 2024, to January 9, 2025, the public can submit comments and suggestions.
