Brazilian Americana City Councilor proposes to ban the use of vapes in public places

September 2, 2025 – According to Liberal, Americana City Councilor Wagner Rovina (PL Party) formally submitted a bill to the City Council on September 1st, proposing a ban on vapes in all public places within the city. The bill will be reviewed and voted on in the coming sessions of the council.

According to the Brazilian National Health Surveillance Agency (Anvisa), the sale, import, and advertising of vapes (including vapes, pods, and other DEFs) have been banned nationwide since 2009. However, Anvisa notes that vape consumption has continued to grow significantly in recent years, raising public health concerns.

Rovina’s proposal specifies that the ban applies to municipal public spaces such as plazas, parks, recreational areas, schools, libraries, and sports stadiums, as well as private venues open to the public, such as restaurants, bars, cinemas, common areas in residential complexes, fast food restaurants, and cultural centers.

In his proposal explanation, Rowena emphasized that some large-scale events in Americana City have become prime sales points for mobile vape vendors, lacking any regulation or licensing. He also noted the concern about underage purchase and use of vapes, citing research suggesting that vapes may increase the risk of cardiovascular disease, nicotine dependence, lung damage, and respiratory illnesses.

Rovina also cited the example of the neighboring city of Limeira, which passed similar legislation in April 2025, as further evidence of the importance of this issue in public health and social governance.
