A store in Wolverhampton, UK, was fined for illegally selling vapes
According to a report by BirminghamLive on July 31, a store in Wolverhampton, UK, may face the penalty of having its business license revoked after being found to be selling illegal vapes and cigarettes, as well as selling alcoholic beverages without authorization.
This store will be subject to a hearing review by the Wolverhampton City Council for violating the conditions stipulated in its liquor business license.
According to the records of the city council, this store has not appointed a manager since 2023. Therefore, before a manager is appointed, this store does not have the authority to sell alcoholic beverages.
Business license issues
When the city council staff searched the store, they also discovered tax-free cigarettes and illegal vapes.
This review was initiated by the Trade Standards Bureau in Wolverhampton, and they have requested that the committee consider revoking the business license of this store at the meeting on August 6th.
A report released before the meeting stated that the store’s business license was transferred to the current owner, Manjit Singh Dhillon, in 2019. At that time, Kokila Keshavbhai Patel was listed as the person in charge.
City council action
In 2023, Kokila Kashafbhai Patel withdrew his consent, which meant that the store could no longer sell alcoholic beverages. This is because the business license of the store must specify a person in charge, and since then, the store has not designated a person in charge.
The city council also stated that they received a complaint from a customer in July 2024. The customer claimed that they had purchased a pack of duty-free cigarettes at the normal retail price at this store.
Hearing arrangement
The city council visited the store in April 2024 and discovered that its business license was not displayed as required. The store owner, Mangit Singh Dilemon, was also unable to locate the license.
A report from the Wolverhampton Trading Standards Office stated that an environmental health officer had visited the store and expressed “concern” over Mr. Delion’s “gestures” when refusing to sell cigarettes to customers.
The report then states that a licensing official returned to the store a week later and found that the alcoholic beverages were still on display, despite having issued a warning earlier.
Shop owner’s response
Subsequently, when asked about this matter, a store employee told the city council officials that the store did not sell alcoholic beverages, although they were still on display.
Another day passed, and another city council official returned to the store and successfully purchased a bottle of gin.
The city council stated that during a round of inspections in late April, this store was found to have 24 packs of illegal cigarettes and over 130 vapes. Mr. Delion told the city council that these cigarettes were tax-free and that they were purchased by his son during a vacation a week ago.
The licensing committee of Wolverhampton City Council will hold a meeting at the city hall on August 6th to make the final decision.
